With the introduction of CRR III, the concept of Property Value marks a significant shift in how real estate collateral is assessed across Europe. Moving beyond a pure reliance on Market Value, this new prudential measure is designed to reduce procyclicality, exclude speculative elements, and strengthen financial stability in lending practices. But how do we actually evaluate whether the Property Value delivers on its promise?

The EAA introduces a structured testing framework built on measurable indicators that allow institutions to assess prudence at portfolio level:
Median Discount → quantifies the conservatism embedded at origination
Shortfall Profile → captures when and by how much Market Value falls below Property Value over time
Survival Time → measures how long Property Value remains compliant before a shortfall occurs
Together, these metrics provide a forward-looking and time-sensitive view of risk, addressing a key challenge: Property Value cannot be directly benchmarked to observable transactions, unlike Market Value.
From theory to practice: testing approaches
The framework combines two complementary methodologies:
- Backtesting → grounding analysis in historical data
- Scenario testing → exploring resilience under future or stressed conditions
This dual approach ensures a balanced evaluation of both accuracy and robustness, particularly important in markets that have experienced prolonged stability.
Why it matters
The paper highlights a crucial point: The effectiveness of Property Value is inherently dynamic and can only be assessed over time. By introducing objective, portfolio-level indicators, the EAA provides the industry with a common language to evaluate prudential valuation — regardless of local implementation differences.
